The article 19 of the Convention is the provision on \"Formulation of reservation\". It adopted \"the compatibility test\" on reservations. In this case,  States are entitled to formulate a reservation unless the reservation is incompatible with the object and purpose of the treaty. On the other hand, the article 53 of the Convention is the provision on \"Jus Cogens\". The concept of Jus Cogens is a peremptory norm of general international law: a norm accepted and recognized by the ineternational community of States as a whole as a norm from which no derogation is permitted and which can be modified only by a subsequent norm of general international law having the same character.\n In this study, I considered the problem between the system of reservation on the Convention and the article 66(a): procedures for settlement of disputes on Jus Cogens.
